First edition of this important study devoted to the origins and functioning of the International Labour Organization, established in the wake of the Treaty of Versailles. Maurice Guerreau, Doctor of Law, attorney at the Paris Court of Appeals, and professor at the Institut des Hautes Études Internationales, examines this new institution from the perspective of public international law. The book examines, in particular, international labor conventions, the International Labor Conference, its Governing Body, and the International Labor Office, as well as the mechanisms for monitoring, investigating, and drafting international social legislation. The study dates from the very early years of the institution’s operation; it was established in 1919 and was then part of the League of Nations system. The book holds significant historical and legal interest: a study published as early as 1924 in the *International Labour Review* presented Guerreau’s work as the first comprehensive study devoted to the legal nature of the International Labour Organization, highlighting in particular the importance of the chapter on its legal personality.
