DELESSERT (Benjamin, Baron). Born in Lyon, 1773—died in 1847. Financier, industrialist, and philanthropist; Baron of the Empire; promoter of the sugar industry; and founder of the savings banks in France. Document signed “B. Official document relating to a session of the Chamber, mentioning the agenda item concerning a petition by Mr. Schirmer, requesting the establishment of a luxury tax “that would allow the government to ease the burden on less affluent taxpayers.” An interesting account of parliamentary debates during the July Monarchy on fiscal and social issues, particularly the discussion regarding the introduction of taxes targeting luxury spending with the aim of achieving tax justice.
