PERIER (Casimir) Printed ministerial circular addressed to the prefects concerning “National Associations.” Paris, March 24, 1831. Printed folio-sized document of 4 pages (1 folded sheet), signed and printed. Important official circular from the Ministry of the Interior, dated March 24, 1831, drafted and published under the authority of CASIMIR PERIER (1777–1832), then President of the Council and Minister of the Interior, a few months after the July Revolution. Addressed to “Monsieur le Préfet,” this circular warns state officials against the formation of “National Associations”—patriotic organizations whose federative structure the government considers capable of constituting a political counterforce. The text asserts that, while the patriotism of many members is not in question, any federation organized outside of government authority is incompatible with public order. It reminds prefects that civil and military officials may not join these associations and instructs them to communicate this decision to all administrative personnel under their authority. This document is particularly revealing of the political tensions during the July Monarchy, illustrating the determination of CASIMIR PERIER’s government to consolidate Louis-Philippe’s new regime and prevent any organization that might challenge the authority of the state.
