SIGNED AUTOGRAPH MANUSCRIPT FROM THE COMMITTEE OF GENERAL SECURITY. Paris, [1792–1793]. 1 folio page on laid paper (approx. 36 × 23 cm), entirely handwritten, signed by several members of the Committee of General Security. An interesting circular addressed to a “Citizen,” based on Article 28 of the law of the 2nd day of the Republic, urging local authorities to intensify surveillance of suspicious individuals. The text begins: “The extraordinary measure that punishes, within three days, the malefactors who daily infect the House of Equality, formerly the Palais-Royal...” The Committee asks the recipient to immediately forward a list of persons deemed suspicious—whether already reported or to be referred to the municipal police, the criminal police, or the authorities responsible for arrests: “...invites you to send it without delay the list of persons whom you have deemed suspicious and whom you have therefore deemed it necessary to refer either to the municipal police or to the criminal and security police.” The document bears the handwritten signatures of several members of the Committee, including Legendre, Maribon-Montaut, Lafourcade, Jullien, Jugrand, and other commissioners, attesting to the collegial functioning of this essential institution of the Reign of Terror. This document is particularly evocative of the establishment of revolutionary surveillance mechanisms, illustrating the central role of the Committee of General Security in identifying suspects and coordinating arrests in Paris and throughout the provinces. Extremely rare on the market, autograph circulars of this nature constitute major records of the day-to-day administration of the French Revolution.
