ROYAL CUSTOMS. - Lot 114
ROYAL CUSTOMS. Certificate of Loyalty issued to a Customs officer. Florenne, February 7, 1815. Handwritten, signed certificate, 1 folio page, bearing the oval seal of the Florenne Town Hall. A rare official certificate issued by the mayor of Florenne in favor of Jean-Baptiste Pelluch, lieutenant in the Royal Customs Service. The mayor certifies that the individual in question, a resident of the municipality, has consistently demonstrated unreserved loyalty to the King and the legitimate government, has shown the utmost goodwill toward the residents, and has fulfilled the duties entrusted to him with zeal, precision, and integrity. The document specifies, in particular, that Pelluch: “has consistently demonstrated his sincere loyalty to the King and his respect for the laws of the government,” and “has always performed his duties with decency, integrity, and the utmost discretion.” The certificate concludes with the following statement: “In witness whereof, I have issued this certificate to him to serve as proof of his good standing.” Dated in Florenne on February 7, 1815, it is signed by the mayor and bears the municipality’s official seal. Issued a few weeks before Napoleon I’s return from Elba, this document is part of the context of political loyalty checks conducted during the First Restoration. Certificates of loyalty of this nature were frequently required of civil servants holding sensitive positions, particularly in border agencies such as Customs. A rare administrative artifact from the First Restoration, combining a municipal seal with a certificate of loyalty to the Bourbon regime, this is a remarkable document illustrating the political oversight of government officials on the eve of the Hundred Days.
