IMPERIAL CUSTOMS. - Lot 110
IMPERIAL CUSTOMS. Appointment of Jean-Baptiste Pelluch as Lieutenant of the Customs Service in the Illyrian Provinces. Paris, August 2, 1812. Printed decree with handwritten additions, 4 folio pages (1 folded printed sheet), signed, with handwritten administrative notes regarding registration and transmission. Important decree from the Empire’s Customs Administration appointing Jean-Baptiste Pelluch (born in Reims on August 7, 1777) to the position of lieutenant of the Customs Service in the Trieste district, in the Department of Illyria, one of the Illyrian provinces annexed to the Napoleonic Empire. The document specifies that this appointment was made by decision of the Director General of Customs of the Empire and entrusts Pelluch with the command of a brigade responsible for border surveillance, the suppression of smuggling, the enforcement of customs laws, and decrees relating to prohibitions. The duties associated with this position are detailed across the three printed pages: maintaining discipline among staff, actively supervising operations, drafting official reports, reporting to superiors, and taking an oath of office. The document bears several contemporary handwritten annotations attesting to its administrative processing, notably its registration with the Illyrian Customs Directorate and its transmission to the competent authorities in Trieste, complete with administrative signatures and standard endorsements. This appointment illustrates the reorganization of the French Customs Service in the Illyrian Provinces, a strategic territory created by Napoleon in 1809 to control the trade routes of the Adriatic and strengthen the Continental Blockade against British goods. A fine example, retaining its original administrative annotations, providing an interesting insight into the organization of the Imperial Customs Service in the Empire’s annexed territories. This is a particularly interesting collection for tracing the career of Jean-Baptiste Pelluch, who served successively in the Royal and then Imperial Customs services between 1814 and 1817.
