CUSTOMS ADMINISTRATION. - Lot 28
CUSTOMS ADMINISTRATION. Commission appointing a lieutenant in the Royal Customs Service. Paris and Charleville, 1816. Printed administrative document with numerous handwritten notes, 1 large folio sheet, printed on both sides, bearing the royal coat of arms and a 50-centime tax stamp. Official commission issued by the Customs Administration during the Second Restoration, appointing Jean-Baptiste Pelluch, born in Reims on August 7, 1777, as a customs lieutenant at the Hirson post, within the Charleville District, effective January 1, 1816. The decree, dated January 30, 1816, is signed by the Councilor of State, Director General of the Customs Administration, and certified as true by the director of field operations. The document outlines the duties associated with this position: supervising patrols, maintaining discipline, overseeing officers, recording violations, drafting reports, enforcing laws regarding prohibitions, taking the oath of office, and registering with the justice of the peace. The reverse side contains several successive handwritten notes, including: an endorsement by the Administration of the 1st Division in Paris, dated April 17, 1816; registration at the Charleville Customs Directorate office on April 30, 1816; a certificate attesting that the individual in question took the oath prescribed by law before the competent justice of the peace, bearing the justice of the peace’s seal and several handwritten signatures. A remarkable testament to the administrative workings of the Royal Customs Service during the Second Restoration, this commission document precisely details the various formalities of appointment, oversight, and oath-taking required of border patrol officers. A fine administrative document, richly annotated and bearing several signatures and official endorsements, illustrating the organization of the French Royal Customs Service in the aftermath of the fall of the Empire.
