PICARD (Alfred). Born in Strasbourg, 1844 - died in Paris, 1913. French engineer and administrator. Vice-president of the Conseil d'État (1912-1913), a major figure in public works administration at the end of the XIXᵉ century. Autograph letter signed "A. Picard", addressed to a colleague. Paris, April 22, 1905. 1 page in-12 (1/4 sheet). Short but significant letter concerning a tramway project in the Orne department. In it, Picard assures his correspondent of the benevolent attention of the Public Works Section, promising a rapid examination of the dossier and even a shortening of deadlines if possible. The tone, both administrative and conciliatory, illustrates the internal workings of the major infrastructure decision-making bodies at the beginning of the XXᵉ century. An interesting document for the history of transport and public works administration, from a senior civil servant who played a decisive role in the organization of major networks and in preparations for the 1900 Universal Exhibition.
