PICARD (Alfred). Born in Strasbourg, December 21, 1844 - died in Paris, March 8, 1913. French engineer and administrator. Vice-president of the Conseil d'État (1912-1913), general commissioner of the 1900 Universal Exhibition, member of the Académie des sciences, grand-croix of the Légion d'honneur. Autograph letter signed "A. Picard", addressed to Monsieur Georges Coulon. Paris, February 5, 1902. 1 page in-4, with addressed and stamped envelope (15 c. stamp, postmark). An official, benevolent letter in which Alfred Picard warmly recommends his correspondent's son, a candidate for an auxiliary post. He emphasizes the young man's qualities, saying that he knows "excellent dispositions" in him, and supports his request to the addressee, insisting on his interest in his candidacy. This recommendation perfectly illustrates the role of intermediary and influence played by the great administrators of the Third Republic, here in the context of a public or administrative career. The presence of the preserved envelope reinforces the interest of the whole.
