DELESSERT (Benjamin, baron) Born in Lyon, 1773 - died in 1847. Financier, industrialist and philanthropist, Baron d'Empire, promoter of the sugar industry and founder of the French savings banks. Signed "B. Delessert", countersigned by the secretaries of the Chambre des Députés. Chambre des Députés, January 29, 1831. 1/2 page folio. Printed letterhead of the Chambre des Députés. Official document relating to a session of the Chamber, mentioning the passage on the agenda of a petition by Sieur Schirmer, requesting the establishment of a sumptuary contribution "which would allow the government to relieve the less well-off taxpayers". An interesting account of parliamentary debates on tax and social issues under the Monarchie de Juillet, notably the debate on the introduction of taxes targeting luxury spending, with the aim of achieving tax justice.
