̧̧́̀́́́́̀̂̂́̀Acte by which James Monroe ...President of the United States of America... ratifies the purchase by Samuel R. Captain George Graham (1772-1830) was Secretary of War from 1816 to 1817. He administered a mission to Galveston Island (Texas coast) to persuade the small French Bonapartist colony of Champ d'Asile to accept American jurisdiction. From 1823 to 1830, he served as Commissioner of the Land Office.
